EASTON — The Navy League Eastern Shore Council (NL ESC) proudly presents Capt. John P. Eckardt USN (Ret.) as the Navy League Keynote Speaker on Sept. 11, at the Talbot Country Club.

Capt. Eckardt will speak on “The Price of Our National Defense.” He graduated from Cambridge-South Dorchester High School (1985) and the U.S. Naval Academy (1989). Capt. Eckardt now serves in the Comptroller’s Office at the Pentagon. Senator Addie Eckardt (Maryland District 37) will make the introductions if she can be available.

Everybody is invited for the Sept. 11 Dinner Meeting. Social Hour starts at 5 p.m.; Dinner call is 6 p.m. Keynote Speaker at 7 p.m. This will be the 263rd meeting of the Eastern Shore Navy League Council. Non-members are always welcome. The three-course dinner menu will consist of garden salad, entre, seasonal vegetables, and dessert. Dinner beverages, rolls, and butter are included. There will be a cash bar. The League honors WWII Veterans with complementary beverages.

Captain Eckardt currently serves as the senior Budget Analyst in Office of the Under Secretary of Defense (Comptroller / CFO) overseeing all Department of Defense Special Access Programs. During his tenure over the last 5 years with the Comptroller, he was also responsible for the Department’s Unmanned Aerial Systems (UAS), Rotary/Tilt-Rotor, service Military Intelligence Programs (MIP), and all Intelligence, Surveillance and Reconnaissance (ISR) programs.

A retired Navy Captain, John previously served in the Office of the Under Secretary of Defense (Comptroller) as the Lead Congressional Appropriations Liaison for all DoD Procurement, Research & Development, Missile Defense, Joint Rapid Acquisition, Defense Threat Reduction Agency, DARPA, DCMA and Navy Marine Corps issues. Prior to his tour in the Comptroller’s office, Capt. Eckardt served as the Assistant Director, Office of Navy Budget.

From 2008-2010, he served as the Deputy and acting Director of Investment & Development.
Prior to a year at the Industrial College of the Armed Forces (ICAF), John spent two years in Guam as the Commanding Officer in Military Sealift Command Guam. He is a nuclear qualified Surface Warfare Officer and served in 5 ships on both coasts (CGN, FFG, 2 CVNs and an LHA).

Another shore tour was as the Budget Analyst / Financial Management Officer in Navy Budget from 2000 to 2002. Capt. Eckardt holds two Master Degrees – an MS in Financial Management from the Naval Postgraduate School (1997), where he was awarded the Conrad Scholar Award for distinguished academic achievement in Financial Management, and an MS in National Resource Strategy from the Industrial College of the Armed Forces (2008).

A native of Cambridge, Capt. Eckardt received his commission from the U.S. Naval Academy in 1989, earning a Bachelor of Science degree in Naval Architecture.
